What we do

Good consultancy has limits. Good technology has limits. We bridge them.

Councils tell us the hard thing is finding a partner who knows the service inside out and can bring or shape the right technology to make change practical and lasting. That is the gap Outcomes Matter Consulting was set up to fill.

Advisory and AI roadmaps

Where technology fits, where it does not, and what to do first. A sequenced, governed plan for a whole people services directorate, with the first use cases live.

  • People Services AI roadmaps
  • Digital and SEND digital roadmaps
  • AI readiness and governance

Delivery and improvement

Reviews, business cases, programmes and the governance to hold them. Senior people in the room from the first week to handover.

  • Front door baselines and reviews
  • Prevention frameworks
  • Costed business cases
  • System-wide improvement programmes

Practice development

The behaviour and culture work that makes change stick, so the improvement holds after we leave.

  • Strengths-based practice
  • Conversation frameworks and handbooks
  • Quality assurance frameworks
  • Practitioner confidence with AI

Consultancy in action

Three engagements. Three different shapes.

Technology enabled care · with AI

Hey Geraldine

Peterborough City Council

Peterborough's technology enabled care offer kept stalling, and the expertise sat with one practitioner near retirement. A six-week discovery, a digital roadmap, and an AI assistant carrying her knowledge inside Microsoft Teams. Now covered by BBC and ITV News and published as an LGA case study.

Reablement and supported living, reviewed and costed

Ealing Council · commissioned through Partners in Care and Health

Ealing asked two questions: does reablement reduce reliance on long-term care, and does the supported living estate still match the people living in it? We answered both and priced the options, so the council had a model it could act on rather than a report to file.

Adults Improvement Programme

North East Lincolnshire Council and Focus

Commissioned as a discovery to define a strengths-based model of practice. We went on to deliver an eight-month improvement programme aligned to the CQC action plan, with eleven priorities, a strategic dashboard and a name the workforce chose for itself: Our Focus, Our Future.

Why councils choose us

What you get when you work with Outcomes Matter.

Senior, all the way through.

No junior layer. The people in the proposal are the people who do the work, and they have led the services you are improving. No generic frameworks, no endless discovery phases.

We've actually done the job.

Our team has worked in children's services, managed SEND teams, taught in schools, practised as social workers and trained adult social care teams. We understand the pressures because we have lived them.

We bring technology when it fits.

And leave it out when it does not. Our tools grow out of problems we have solved by hand, are built to a statutory specification, and are tested by the people who use them.

We leave you self-sufficient.

Every engagement is shaped around your service, and every one ends with you in a sustainable position: frameworks, handbooks, business cases and dashboards that are yours to keep and run without us.

LGAi is a free to join, member-led, independent community that connects local authorities with AI. It belongs to its members, not to us. Kate Parsley runs the community; Emma Ockelford co-founded it in 2023.

About

Founded by people who've done the job.

A small, senior team that has done the jobs it now helps councils improve. Social workers, SEND specialists, programme leaders, policy advisers and engineers. Most of us built our careers inside local government, the NHS or central government, so we know where the pressure really sits and what it takes for change to last.

200+years of combined experience
25councils the team has held roles in
£500m+of public programmes led, secured or assured
5national programmes shaped, from Care Act guidance to Covid-19 vaccine deployment

Figures cover the 13 people in our associate team, October 2026.
